Long-term planning. For this purpose, this paper provides a brief overview of the components of the current research activity at a university in the Kingdom of Saudi Arabia in addition to studying some means of directing and evaluating the research activity and analyzing its effectiveness in achieving excellence and the desired leadership. 

And then submit a proposed alternative formula to be applied – in directing the research activity of the professor – to achieve higher degrees of excellence and leadership specialized in specific areas of specific scientific research. 

The proposed formula in this paper emphasizes the continuity and coherence of scientific research for each researcher and each research group in institutions of higher education and the emphasis on the need to find the appropriate incentives to attract outstanding research assistants. 

In order to ensure the activation of the process of scientific research excellence and persistence, the paper stresses:

1 – the need to make the most of the distinguished research assistants from improving their selection process and develop their research capabilities to improve and codify their involvement in certain research areas that support the research efforts of research professors through a long-term research plan , And the creation of mechanisms that ensure the continued use of the research capabilities of those distinguished in supporting scientific research. 

2 – The need to activate the movement of writing and translation of textbooks through a phased plan based on the priorities and needs of academic departments. 

3 – The need to establish specialized scientific publishing houses whose role is the initiative and contribute to the advancement of the writing and translation movement so as to benefit from the creative energies of the specialized processors to implement the projects of writing and translation which are approved in long-term plans prepared by the institutions of higher education and scientific research. 

4 – As a result of the accelerated growth of the movement of science and human knowledge in various fields, the student of the development of higher education in this century, the number of names and activities of institutions of this education. These institutions include universities and higher institutes specialized in science and technology and various scientific research centers. With this diversity, the final outcome of the activities of these institutions should always be to enrich human knowledge in all fields, including the fields of natural and applied sciences, through which the optimal exploitation of the surrounding environment can be activated or attempts to overcome problems such as environmental and health problems.

The objectives of these institutions require, among other things:

1. The existence of plans for long-term research projects. 

2 – the existence of distinguished researchers. 

3. Provide the necessary support. 

4 – the existence of mechanisms for follow-up and accurate evaluation. Each institution of higher education aspires to excellence in its knowledge and leadership in its research results, but the achievement of leadership in the areas of specialized research is often difficult to achieve, for many reasons may be in the forefront of the lack of a clear formula for the objectives that should In order to achieve excellence and leadership, the university professor is required to achieve excellence and leadership.

Therefore, in comparison to some of the world’s most distinguished institutions of higher education, the majority of institutions of higher education and scientific research in the Arab world – Excellence or pioneering research in any field of science and human knowledge and its role was often limited to achieving the minimum goals of higher education by providing students with the basics of specialized knowledge only without finding the mechanisms through which to develop those Fundamentals of knowledge of new research fields. 

While emphasizing the importance of continuing efforts in providing students with higher education institutions with the basics of specialized knowledge, failure to define the long-term objectives of this education may be an efficient cause of the lack of mutual benefit between university education and research results and the lack of incentive to pursue new research fields.

The possibility of achieving excellence and leadership for the institutions of education and scientific research in the field of specialized knowledge fields may be very small. As the main driver of the scientific research is the university professor-researcher, and given the multiplicity of factors that affect the quality and objectives of its research output, the research departments in institutions of higher education to emphasize the importance of achieving excellence and leadership in the various research fields through the optimal utilization of the energies of researchers in different sections, This will be done by identifying specialized research groups so that the energies of researchers fit into the objectives set for scientific research policy in specific scientific fields while maintaining the formation of research groups for the longest period of time to achieve the goals set, Provide information that enables researchers to collaborate with counterparts in other educational institutions. 

After determining the basic objectives of scientific research, the existence of a precise formula to evaluate the research activities of the professor of the university researcher is necessary and an effective engine to stimulate outstanding scientific research that should achieve excellence and leadership of institutions of higher education and scientific research. 

This paper aims to improve the process of evaluating the research performance of the university professor-researcher in institutions of higher education in the Kingdom of Saudi Arabia so that he can contribute effectively to achieve the aspirations of these institutions of excellence and leadership, and for this purpose.

The Paper:

2. Provide an analytical presentation on the suitability of these formulas to achieve excellence and leadership in research fields. 

3 – To submit some proposals to be adopted and applied in guiding and evaluating the research activity of the university professor-researcher «in institutions of higher education» Revitalize scientific research excellence that leads to excellence and leadership of researchers in scientific fields and specialized beyond the narrow space, which often surrounds the majority of applied research Which are adopted and implemented through short-term plans.

The unified list of scientific research: Based on the importance of the role that should be played by higher education institutions in all areas of development, the General Secretariat of the Council of Higher Education recently issued a unified list of scientific research in universities and the study of this regulation, we find that it consists of nine sections covering all aspects of interest Scientific research as follows:

 1. The importance of scientific research.

 2. Objectives of scientific research.

 3. The administrative organization of scientific research.

 4 – Types of research and sources of funding, and the rewards of those who base them.

 5. Scientific Research Awards.

 6. Scientific publishing.

 7. Ethics of scientific research.

 8. Scientific journals.

 9. General provisions.

 The contents of these regulations are of great importance and have high hopes for organizing and activating the process of scientific research in all its forms, and even pushing it to wider areas in the fields of basic and applied research alike. As we are in this paper is an attempt to exploit the articles of this regulation in the development of a new formula to guide the research activity of the university professor-researcher in order to achieve excellence and leadership of the institution in the field of specialization. 

It is clear from these materials the importance of the role of the university professor-researcher and the multiplicity of roles that can be performed in order to achieve the general objectives of the policy of scientific research, but the formulas in the process of evaluation of what is done research activities remain largely a field of diligence until the repetition Changing and changing these formulas is common in short periods of time, from which it is not possible to obtain results that demonstrate the effectiveness or ineffectiveness of these formulas in guiding basic and applied scientific research to the desired objectives in a given period of time. 

In view of the importance of clarity and stability of the academic and research evaluation formulas of the university professor, we will present two forms of this evaluation. However, in line with the objectives of this paper, we provide some observations on the contents of these materials. 

Notes on some articles of the Standard Rules for Scientific Research:

For the importance of these means, we offer two formulas for this purpose: one of which has already been done in one of the faculties of King Fahd University of Petroleum and Minerals. And the second was recently developed, but according to the researcher is still under study and evaluation, and is expected to be adopted soon under the new regulation of the teaching and research and community service expected by the university professor. Because of its direct relevance to the subject of this paper, we are limited to presenting the list of organizing the research activity of the university professor. 

The following notes are made on these two versions.

3. This formula lacks certain numerical criteria such as performance indicators, activity ratio to total activity, and priority of research activity relative to other activities. 

4. It is also noted that there is no precise definition of the quality of projects that deserve priority in support of others and does not contain any evidence of the importance of preparing the appropriate university book in the form of authorship and translation. 

5. In this formula, the use of the term “excellence in research” is used. This formula does not provide a precise definition that motivates researchers to strive for genuine excellence through basic research based on previous results and leading to new horizons. 

Proposed formula for activating excellence in scientific research: 

Each of the institutions of higher education aspires to excellence and leadership in each science of specialization, but the realization of these ambitions may be difficult to achieve, even when the necessary material resources when the lack of integration of the following four basic elements: – Targeted research policy And specific. – A distinguished university professor. 

Accurate organization of the process of supporting the research process. – Numerical assessment tools to evaluate the current and proposed research objectives and the extent to which their objectives are achieved in a specific period of time. There should, therefore, be an administrative organization that ensures the existence and integration of these matters at all times in order to achieve the desired aspirations of scientific research. Higher education institutions carry out many different tasks that can be summed up in the processes of education, scientific research and community service, but it is well-known in scientific circles that achieving excellence and leadership is not only through education or community service.

In known channels are the basic universal means and standards for this purpose. The research and its documented results remain the best means to achieve the excellence and leadership that every researcher aspires to, and even every institution of higher education and scientific research even Albeit after a short period of time.

Therefore, this paper presents a proposed formula for activating the process of basic scientific research, which is intended to achieve excellence for research groups in institutions of higher education and scientific research, but it should be emphasized here that the usefulness of adopting this formula depends on the degree of adoption of several organizational matters to support all components of the scientific research process,

This formula should also contain a standard indicator to measure the importance of research activity, its degree of completeness and continuity with the researcher’s previous research, and even the continuation of the research trend, all of which are essential prerequisites for achieving excellence and research leadership in fine disciplines in natural and applied sciences. 

 1 – To create research groups in each institution of higher education, depending on the exact specialization of each researcher and his previous experience, so that each group to achieve specific research objectives.

 2. Set long-term goals for each research group and work towards achieving the goals within a specific time frame.

 3. Support the activities of research groups by facilitating the procedures of providing the necessary equipment to complete their work and creating mechanisms of attraction for outstanding research assistants. Each research group will contribute to the development of these mechanisms through cooperation with scientific research departments.

 4. To emphasize the importance of continuing research by researchers and the need for coherence between these researches. For this purpose, the results of the evaluation and the evaluation formula proposed in this paper can be used to measure the degree of coherence between research conducted by each research group.

 5. Provide moral and material support to the research professors in order to form the research groups (each in his field of specialization) and support him with a number of distinguished assistant researchers provided that a proposed research plan is developed over a period of time and a timetable for achieving the research plan.

6. To activate the role of the scientific research departments in following up the proposals of the research groups and giving them the effective administrative role in codifying the process of forming the research groups, and emphasizing the importance of the close association between the research interests of each member of the research group with the long-term goals of each research group.

 7 – Evaluate the formulas used to evaluate the activities of the university professor by analyzing the results obtained from the activities of university professor-researcher, or from the activities of the research groups in a sufficient period of time.
